In a rather sudden development, the Lahore High Court (LHC) has ordered that CSS tests (upper PFTs) be held in Urdu next year or in 2018.

Attorney Saif Ur Rehman filed a petition at the LHC asking the court to issue a written ruling ordering the Federal Public Service Commission (FPSC) to conduct its Urdu CSS exams.

Atir Mehmood Justice has today taken a decision on the application and ordered that the examination is now done in the Urdu language. The order says that this must be done in accordance with the decision of the Supreme Court of Pakistan last year.

The Court noted that because of the limited amount of time, regulation can not be applied to the 2017 examinations which are due to be held next month. However, the exam must be done in Urdu from now on.

Moreover, before, he said that 98 percent of applicants fail to clear the exam, while 92 percent of the CSS exam applicants fail in English language, which makes little sense given the main purpose is not to test language skills in English, but the candidates' authority in other areas of life, including their degree subjects.

However, until the official language is changed in Urdu in all government departments, candidates who pass these exams in Urdu face more problems when they start public service jobs. In general, paperwork and the official language should be strictly Urdu before candidates are chosen through CSS Urdu language exams.

The Supreme Court issued an order in 2015 asking that all government dealings to be done in Urdu so that Urdu could become the official language of Pakistan. All federal government offices would take steps to comply with the court order. The order was issued by a three-member bank headed by Chief Justice Jawad S. Khawaja and took into account a number of petitions on the subject by asking the court to take action and become the official Urdu language of Pakistan in Under the Constitution of Pakistan.
